Subject: Grant of Dearness Allowance to Central Government employees – Revised Rates effective from 01.01.2022

1. The undersigned has mentioned the above subject matter vide this Ministry’s Office Memorandum No. dated 25 October 2021. 1/4/2021-E-II (b) And it is directed to say that the President is pleased to fix the rate of depreciation. The basic pay of central government employees will be increased from 31 percent to 34 percent with effect from January 1, 2022.
2. ‘Basic Pay’ in the revised pay system means the pay drawn in the pay scales prescribed in the Pay Matrix as per the 7th CPC recommendations adopted by the Government.
3. The allowance will continue to be a distinctive feature of wages and will not be treated as wages within the scope of FR 9(21).
4. The amount paid on account of depreciation including shares of 50 paise and above may be rounded off to the next higher rupee and shares below 50 paise may be ignored.
5. No arrears of gratuity will be paid before the date of payment of salary in March 2022.
6. These orders shall also apply to civil servants who are paid from the estimates of Defense Services and the expenses are recovered from the respective heads of estimates of Defense Services. In respect of Armed Forces personnel and Railway employees, the Ministry of Defense and the Ministry of Railways will issue separate orders respectively.
7. These orders are issued in consultation with the Comptroller and Auditor General of India compulsorily under Article 148(5) of the Constitution of India in relation to persons employed in the Indian Audit and Accounts Department.
