Clarifying doubts on the latest Leave Travel Concession (LTC) cash voucher scheme, the Department of Expenditure, Ministry of Finance has released a list of clarifications regarding the scheme. Under the LTC cash voucher scheme, government employees can choose to receive cash amounts for leave encashment for purchases of items that attract GST of 12 percent or more.

It is to be mentioned here that the latest clarifications will help the Central Government employees to make an informed decision regarding availing of the scheme benefits. Also, it will clear the doubts about the working of the scheme. The Finance Ministry had on October 12 introduced an equivalent special cash package in lieu of Leave Travel Concession Fare for Central Government employees during the block 2018-21. It came to notice that during the implementation and process for availing the benefits of the scheme, there were many doubts seeking clarification from the Government.

1. Central government employees get leave travel concession in blocks of four years – one each for the destination of choice and two for the home town or home town.
2.  Under this, the reimbursement of air or rail fare is done according to the pay scale/entitlement. Also, 10 days leave encashment (Salary + Dearness Allowance) is paid.
3. However, due to the current COVID-19 pandemic, the employees will not be able to avail of LTC in the block of 2018-21 years. This is where government employees will benefit from LTC.
4. Employees will receive a cash payment in lieu of one LTC during 2018-21. Leave encashment will result in full payment and rent payment as per three slabs depending on the category of entitlement. In addition, there will be no tax on rent paid.
5. An employee opting for this scheme will have to purchase goods and services of three times the rent and one-time leave encashment and do so before March 31, 2021.
6. Money is to be spent on goods attracting GST of 12% or more and only digital payments will be allowed. Along with this, the employees will also have to give GST challan.
7. The Finance Minister said that Rs 5,675 crore will be spent on this scheme if the central government employees choose it. However, it will cost ₹1,900 crores for PSB and PSU employees.
8.  Sitharaman further estimated that with 50% of the states opting for the scheme, the government is expected to invest ₹9,000 crores in the economy.
