At the biennial convention, KVUE took a look at the 40-page party platform approved.

Below you can read a breakdown of the party’s approved resolutions and some of the party’s stances on major political topics in Texas. For the party in question, Party conventions are supposed to win a public spotlight. The 2022 convention of the Republican Party of Texas in Houston was a stunning success by this measure.

While elected officials give speeches, typically, the event, in which thousands of activists gather to rub shoulders, can be a dry business. But national media pored over the party’s interminably long platform, highlighting language that declared the 2020 presidential election results illegitimate this year.

Preamble

Affirming our belief in God, we still hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, and that among these are Life, Liberty, and the Pursuit of Happiness.

Throughout the world, people dare to dream of freedom and opportunity. The Republican Party of Texas unequivocally defends that dream. We strive to preserve the freedom given to us by God, implemented by our Founding Fathers, and embodied in the Constitution.

We recognize that human nature is immutable. We further recognize that the traditional family is the strength of our nation. It is our solemn duty to protect innocent life and develop responsible citizens. We understand that our economic success depends upon free-market principles.

If we fail to maintain our 78 sovereignty, we risk losing the freedom to live these ideals.

Principles

We, the 2022 Republican Party of Texas, believe in this platform and expect our elected leaders to uphold these truths through acknowledgement and action. We believe in:

1. “The laws of nature and nature’s God,” and we support the strict adherence to the original language and intent of the Declaration of Independence and the Constitutions of the United States and of Texas.
2. The sanctity of innocent human life, created in the image of God, which should be equally protected from fertilization to natural death.
3. Preserving individual, Texan, and American sovereignty and freedom.
4. Limiting government power to those items enumerated in the United States and Texas Constitutions.
5. Personal accountability and responsibility.
6. Self-sufficient families are founded on the traditional marriage of a natural man and a natural woman.
7. Having an educated population, with parents having the freedom of choice for the education of their children.
8. The inalienable right of all people to defend themselves and their property.
9. A free enterprise society unencumbered by government interference or subsidies.
10. Honouring all of those that serve and protect our freedom.

Business, Commerce and Transportation

(Energy and Environment)

Utilities: We encourage free-market solutions for providing utilities whenever possible.

Power Grid: We urge that the Texas Legislature pass legislation to harden the Texas Electric Grid increasing capacity and being prepared for all hazards, including:

a. Cyberattacks on the grid’s computerized command and control system.
b. Physical attacks on substations and major high-voltage transformers.
c. Geomagnetic storms created by solar flares from the sun.
d. Electromagnetic Pulse (EMP).
e. Extreme weather events, both cold and hot

Carbon Tax: We oppose all efforts to classify carbon dioxide as a pollutant.

Midland Not Moscow: We fully support and encourage greater energy production in the Permian Basin and throughout Texas, as well as the necessary policies and infrastructure investment in roads, pipelines, and ports; to support Texas workers and help America’s energy security instead of increasing our reliance on foreign governments that do not benefit America or our allies.

Environment: We oppose environmentalism that obstructs legitimate business interests and private property use, including the regulatory taking of property by governmental agencies. We oppose the abuse of the Endangered Species Act to confiscate and limit the use of the personal property and to infringe on a property owner’s livelihood.

We support the defunding of “climate justice” initiatives, the abolition of the Environmental Protection Agency, and the repeal of the Endangered Species Act, and we oppose the “America the Beautiful” Initiative, also known as the 30 x 30 program.

Flooding Mitigation, Hurricane, and Early Warning of Impending Disaster: We support the immediate study, implementation, and construction of projects that will:

a. Address river, bayou, reservoir, and other flood threats to public and private property.
b. Seek the input of those most likely to be affected by a casualty to public and private property, including infrastructure and facilities that affect national security.
c. Address the risk of storm or tidal surge that affects the critical industries along the Gulf Coast.
d. Create an early warning system that will immediately alert residents to an impending flood, wind, or casualty weather event.
e. Establish regional flood control districts where necessary for counties to resolve joint flooding issues.
f. Provide funds to complete these projects from federal, state, and local funds.
g. Government boards responsible for flood mitigation shall be elected and not appointed.

U.S. House competitiveness

Post-Filing Deadline Analysis

• In Texas in 2022, the following analysis covers all U.S. House districts up for election. On Jan 27, 2022, the information below was calculated and may differ from the information shown in the table above due to candidate replacements and withdrawals after that time.
• 223 candidates filed to run for Texas’ 38 U.S this year. House districts, including 143 Republicans, 79 Democrats, and one independent candidate. That’s 5.9 candidates per district, less than the 6.5 candidates per district in 2020 and 5.9 in 2018.
• Texas gained two U.S. House districts following the 2020 census. Two members of the U.S. House filed to run for re-election in a different district than the one represented before redistricting: Lloyd Doggett (D) filed in the new 37th District, while Vicente Gonzalez (D) filed in the 34th District seat held by retiring Rep. Filemon Vela (D).
• Six districts were open, meaning no incumbent filed to run. In addition to Gonzalez’s and Doggett’s districts, these included the newly-created 38th District and the 1st, 8th, and 30th districts.
• 1st District incumbent Louie Gohmert (R) filed to run for state attorney general, while incumbents Kevin Brady (R) and Eddie Bernice Johnson (D) did not file for re-election.
• The previous post-redistricting cycle and 2020 were the same numbers as 2012. In 2018, there were seven open seats.

The new platform would call for:

• Requiring Texas students “to learn about the humanity of the preborn child,” including teaching that life begins at fertilization and requiring students to listen to live ultrasounds of gestating fetuses.
• Amending the Texas Constitution to remove the Legislature’s power “to regulate the wearing of arms, with a view to preventing crime.”
• Treating homosexuality as “an abnormal lifestyle choice,” language that was not included in the 2018 or 2020 party platforms.
• Deeming gender identity disorder “a genuine and extremely rare mental health condition,” requiring official documents to adhere to “biological gender,” and allowing civil penalties and monetary compensation to “de-transitioners” who have received gender-affirming surgery, which the platform calls a form of medical malpractice.
• Changing the U.S. Constitution to cement the number of Supreme Court justices at nine and repeal the 16th Amendment of 1913, which created the federal income tax.
• Ensuring “freedom to travel” by opposing Biden’s Clean Energy Plan and “California-style, anti-driver policies,” including efforts to turn traffic lanes over for use by pedestrians, cyclists and mass transit.
• Declaring “all businesses and jobs as essential and a fundamental right,” a response to COVID-19 mandates by Texas cities that required customers to wear masks and limited business hours.
• Abolishing the Federal Reserve, the nation’s central bank, and guaranteeing the right to use alternatives to cash, including cryptocurrencies.
